The Office of Developmental Programs (ODP) is instituting system-wide changes in the way that autism and intellectual disability services are provided and funded in Pennsylvania.

What is Chapter 6100?
The PA Code 55 Chapter 6100 regulations replaced the PA Code 55 Chapter 51 regulations. Major changes include better requirements for individual rights, program planning staff training, restrain prohibitions, medication administration, and incident reporting and investigation.
Its purpose is to support Pennsylvanians with autism or an intellectual disability to achieve greater independence, opportunity, and choice in their lives through the effective delivery of home and community-based services (HCBS) and supports.
Applicability
Chapter 6100 applies to HCBS that are provided and funded by following federally-funded 1915(c) waiver programs:
- Adult Autism
- Person/Family-Directed Support
- Consolidated
- Other HCBS supports
Chapter 6100 applies to:
- Targeted Services Management (TSM)
- Support Coordination
- Intellectual Disability Programs, Individual Supports or Staffing (must be funded exclusively through base-funding according to Chapter 4300)
Chapter 6100 does not apply to:
- Privately-funded supports, placements, and programs
- Hospitals licensed in compliance with 28 PA Code Chapters 101-158
- Intermediate care facilities licensed in compliance with Chapter 6600
- Personal care homes licensed in compliance with Chapters 2600
- Nursing facilities licensed in compliance with 28 PA Code Chapters 201-211
- Mental health facilities licensed in compliance with Chapters 5200, 5210, 5221, 5230, 5300 and 5320
- Assisted living facilities licensed in compliance with Chapters 2800
- Placements made by other states into Pennsylvania
